Service Notes:

> One seat membership entitles a district to send one person to each event; two seats, two people; etc.

> Participants may alternate; a member district may send a different person(s) to each event.

> Under special circumstances, a member district may send additional people to an event.

> Non-member districts may be invited to participate in particular events as guests.
